Introduction:
The Testing and Assessment Wing of SCERT Haryana has been established to support the Department of School Education, Haryana, in strengthening assessment and evaluation practices across the state. The wing provides academic and technical support for the development, implementation, monitoring, and continuous improvement of school assessment systems in alignment with the National Education Policy (NEP) 2020, NCF-SE 2023, and the guidelines issued by PARAKH, NCERT, and the Ministry of Education.
The wing works to enhance the capacity of teachers, teacher educators, school heads, and educational administrators in designing and implementing competency-based assessments. It also collaborates with national organizations such as PARAKH, NCERT, and other educational agencies for conducting large-scale assessments and research studies.
Objectives:
- Support the Government of Haryana in policy formulation and implementation related to assessment and evaluation.
- Develop and implement the Annual Assessment Plan for Classes IV–XII.
- Prepare blueprints, assessment frameworks, and guidelines for School-Based Assessments (SBA).
- Develop and provide question papers for Student Assessment Tests (SAT), Half-Yearly Assessments (HYA), Annual Assessments, and Pre-Board Examinations.
- Develop competency-based question banks for different classes and subjects.
- Design diagnostic assessment tools for identifying learning gaps.
- Conduct State-Level Achievement Surveys and support National and International Large-Scale Assessments as per Government of India guidelines.
- Coordinate studies and surveys conducted by PARAKH and NCERT, including Foundational Learning Study (FLS), Rashtriya Sarvekshan (PRS), and other assessment initiatives.
- Organize capacity-building programme for teachers, DIET faculty, educational administrators, and question paper developers on Competency-Based Assessment, School-Based Assessment (SBA), Question Paper Development, Item Writing, Review, and Moderation, Assessment Data Analysis and Holistic Progress Card (HPC).
- Promote evidence-based decision making through assessment data analysis and reporting.
- Conduct state-level quizzes, competitions, and innovative assessment initiatives.
- Develop standardized Teacher Assessment Tools in collaboration with PARAKH, NCERT, aligned with the National Professional Standards for Teachers (NPST) Handbook to support teacher self-assessment, professional growth, and continuous professional development.
- Implemented the Digitalization of the Holistic Progress Card (HPC) in PM SHRI Schools across Haryana, enabling digital recording, monitoring, and reporting of students’ holistic progress in alignment with NEP 2020 and PARAKH guidelines.
Recent Activities:
- Conducted centralized Student Assessment Tests (SAT) for Classes IX–XII.
- Developed and administered Half-Yearly Assessments (HYA) for Classes IV–XII.
- Conducted Annual Assessments for Balvatika to Class VIII.
- Developed Pre-Board Examination papers for Classes X and XII.
- Prepared competency-based question banks for various classes and subjects.
- Organized state-level capacity-building programmes on Competency-Based Assessment and School-Based Assessment.
- Conducted orientation programmes on the Holistic Progress Card (HPC) for teachers and teacher educators.
- Implemented the Digitalisation of the Holistic Progress Card (HPC) in PM SHRI Schools across Haryana, including teacher orientation, digital data entry, monitoring, and reporting of students’ holistic progress in alignment with NEP 2020, NCF-SE 2023, and PARAKH guidelines.
- Developed Teacher Assessment Tools in collaboration with PARAKH, NCERT, aligned with the NPST Handbook, and organized capacity-building programmes for DIET faculty, educational administrators, and teachers on their effective implementation for teacher professional development.
- Developed assessment blueprints and standardized question paper formats.
- Coordinated implementation of PARAKH initiatives including the Foundational Learning Study (FLS) and Rashtriya Sarvekshan (PRS).
- Supported development of diagnostic assessment tools and competency-based learning gap studies.
- Organized Competency-Based Question Development Workshops for teachers and DIET faculty.
- Facilitated district-level monitoring and strengthening of School-Based Assessment practices.
- Organized CompetQuest, a State-Level Competency-Based Question-Making Competition for teachers to promote innovative and high-quality assessment practices.
